London and Brussels faced a make-or-break① decision on a trade agreement last Sunday, after a week of tension and deadlock② that left a “no deal” exit for Britain from the European Union’s orbit③ on Dec. 31 looking more likely than not. Negotiators had until the Sunday evening to resolve animpasse④ on arrangements that would guarantee Britain zero-tariff and zero-quota access to the EU’s single market. The two sides struggled to agree on fishing rights in British waters and EU demands that Britain face consequences if in the future it diverges from the bloc’s rules for fair competition. Last Tuesday, the two sides reached an agreement in principle on how the post-Brexit Northern Ireland Protocol would be implemented in the region. The protocol keeps the British-run region, in effect, in the EU’s customs union and single market after Dec. 31 period when the rest of the United Kingdom leaves fully. (Reuters)

12月13日，英国和欧盟需就一份贸易协定做出至关重要的决定。过去一周，双方谈判态势紧张，陷入僵局，这令英国很可能会在12月31日“无协议”脱欧。就欧盟单一市场的零关税和零配额准入的问题，双方陷入僵局，谈判人员须在13日晚间之前解决争议。双方难以就两大问题达成一致：一、英国水域的捕鱼权问题；二、欧盟要求，英国如果未来有违欧盟的公平竞争规则，将面临后果。关于北爱尔兰协定将如何在该地区实施，双方已于12月8日在原则上达成一致。根据这份协议，12月31日后英国其他地区完全脱离欧盟关税同盟和单一市场，英国管辖下的北爱尔兰地区仍留在欧盟的关税同盟和单一市场。
